The League of Bangsamoro Organizations Inc., or LBO, calls for the second extension of the Bangsamoro Transition Authority from 2025 to 2028.

In a statement received by The Mindanao Today on Monday, the LBO, through the Office of the Presidential Adviser on Peace Process, Reconciliation, and Unity, Secretary Carlito Galvez Jr., officially submitted to President Ferdinand Marcos Jr. the letter of the Civil Society Organizations urging the Chief Executive and the MILF leadership to extend for the second time the transition period.

“We, the 632 Civil Society Organizations (CSOs) operating and representing various sectors across the country, fervently urge President Ferdinand R. Marcos, Jr., to maintain the momentum of peace by granting a second extension for the Bangsamoro Transition Authority, thereby postponing the 2025 Bangsamoro Parliamentary and rescheduling it in 2028,” they said.

“The second extension of the Bangsamoro Transition Authority (BTA) is pivotal in facilitating the full implementation of the Normalization Track of the Peace Agreement between the Moro Islamic Liberation Front (MILF) and Government of the Philippines, which has not yet reached 50 percent implementation,” LBO added.

LBO Inc. added that this plea is to maintain the momentum of peace in the Bangsamoro Autonomous Region as it offers a critical opportunity to address outstanding issues, promote socio-economic development, enhance political participation, foster democratic institutions, and consolidate gains towards lasting peace in the Bangsamoro region.

Moreover, “this extension period is indispensable for both parties to consolidate their efforts towards achieving a successful signing of the exit agreement as envisioned in the Comprehensive Agreement on the Bangsamoro. It allows ample time to address lingering issues and ensure that the transition towards lasting peace is comprehensive, inclusive, and sustainable.”


Said letter was submitted personally by LBO President Hashim Manticayan, and a copy was also given to the MILF leadership during the 10th Commemoration of the Signing of the Comprehensive Agreement on the Bangsamoro on March 27, 2024, at Camp Darapanan, Maguindanao Del Norte.

Manticayan remarked that the extension provides the current BTA with the opportunity to consolidate and strengthen administrative structures grounded in principles of moral governance.

“Likewise, the LBO is with the belief that much in the CAB is yet to be fulfilled and implemented by the parties; significant conditions are still to be complied upon accordingly by both peace implementing panels, thereby substantial task requirements of the peace tracks have to be completed, which have been necessitating ample and reasonable time as provided for according to the CAB's time frame and peace road map,” said Teng Lumambas, Spokesperson of the LBO's Committee on Peace, Unity, and Reconciliation.

LBO, founded in 2014 in Cotabato City, is a conglomeration of local and national CSOs, NGOs, and POs, with 632 member organizations both based and geographically distributed in and outside the BARMM areas. (ANP/PIAGNS)
