COTABATO—People in BARMM ask what is next after the Bangsamoro Parliament gave its approval for the creation of eight new towns in the regions’ Special Geographic Area, known as SGA, last Thursday evening.

During the interpellation last Wednesday, Member of Parliament Diamila Disimban-Ramos threw some clarificatory questions to her co-parliamentarian and former Board Member Mohammad Kelie Antao on the next move of the Government of the Day after its passage.

"After its approval, we will have a plebiscite, and then after the plebiscite, as also stated in the law, the Chief Minister will appoint the local [officials]: the Mayor, the Vice Mayor, the municipal councilors, and others," MP Antao responded in Filipino. He is the current vice chairperson of the BTA’s Committee on Local Government.

As a plebiscite will be held, the Bangsamoro regional government needs two-thirds of the voters in the barangays to ratify the regional laws.

BTA approved Bill Nos. 129 to 136, aimed at establishing the proposed municipalities, named Pahamuddin, Kadayangan, Nabalawag, Old Kaabakan, Kapalawan, Malidegao, Tugunan, and Ligawasan, comprising the 63 barangays in North Cotabato province that joined the autonomous region in 2019. Its residents are expected to benefit from more essential services from BARMM.

Earlier, Chief Minister Ebrahim urged parliament members to expedite the enactment of bills creating these towns in SGA and pass the Bangsamoro Local Governance Code.

"These areas are not only special because of their location but also because, along with Cotabato City, these are the new or expanded areas of the BARMM," he said.

Antao was appointed by Chief Minister Ahod Ebrahim as SGA Administrator, and prior thereto, he served the province of Cotabato as a Sangguniang Panlalawigan Board Member for nine (9) years.

"Kaya ko po hiniling ang suporta ng aking sister, [pointing to MP Ramos], dahil anak ng 63 barangay itong nagtatanong, Mr. Speaker," Antao pointed out.

Ramos answered that her heart is for the SGA.

The lady parliamentarian, who is chairing the BTA’s Women, Youth, Children, and PWDs Committee, proudly announces her firm voice to vote affirmatively for the passage of the eight bills, especially the one creating Malidegao town.

"I was born in 1975 in Batulawan, Pikit, which is one of the barangays that will form the municipality of Malidegao that we will establish. Because of the war, at a young age we were forced to evacuate and move to another town and leave our home and livelihood behind. And now, I am returning to this belief that Allah (SWT) gave me one of the reasons to be in this position to return and serve my country and countrymen, who now give me the inspiration and strength of heart to strengthen my sworn duty," she added.

Aside from this, she also mentioned during the live coverage of the Bangsamoro Speaker's Office that one of her projects, the two-story Cooperative and Women Multi-Purpose Building, was considered the first TDIF infrastructure project of the BARMM government in Batulawan, Pikit. (PLO)
